The New York State Rural
Housing Coalition offers a wide range of technical assistance in the fields
of affordable housing development and community development. The Coalition
recognizes the importance of using the Internet in assisting the individuals
and organizations which are in need of technical assistance with respect
to specific government funded and operated programs. Organizations or individuals
wishing to solicit the technical assistance expertise of the Coalition
should contact the Coalition directly. A summary of information on the
technical assistance work of the New York State Rural Housing Coalition
is provided below, including our online technical assistance forum.
Two Decades of
Technical Assistance
During the 1980s, the Coalition
provided organizational, business planning, and management systems assistance
to new nonprofit rural housing and community development groups. The result
was a statewide network comprised of 73 nonprofit community-based organizations,
formed under the New York State Rural Preservation Program.
We provide direct technical
assistance to these organizations, resulting in thousands of affordable
housing units across rural New York. Services center on (1) preparation
and submission of housing and community development funding applications,
(2) increasing technical capacity (3) organizational development, expansion
and crisis intervention, and (4) the effective execution of services under
successful proposals. A complete description of technical assistance services
which the Rural Housing Coalition is qualified to provide is attached in
Appendix A.
Programs we've tapped to
help nonprofit housing and community development groups achieve their goals
include:

We have also helped our members
access various job training programs and a range of private sector financial
services, loans and programs, including the Federal Home Loan Bank's Affordable
Housing Program.
During the last fiscal year
(7/1/95-6/30/96), the Coalition staff members provided a total of 2,217
hours and 668 hours of technical assistance and training activities respectively
to nonprofits and other members of our network. This translates into roughly
385 days, or 77 weeks.
Technical Assistance
Contracts
With the financial support
of numerous state and federal contracts, we provide much-needed services
to agencies working to improve the standard of living for impoverished
rural New Yorkers.
Since April 1980, annual
contracts with the New York State Division of Housing and Community Renewal
have enabled Coalition staff to provide technical assistance, professional
support, training and information to a growing network of nonprofit community-based
organizations and local governments.
The Coalition provides similar
services to nonprofit agencies under the federal Community Services program
and the Community Services Block Grant program.
In 1992 and 1995, the Coalition
received three-year grants from the U.S. Department of Housing and Urban
Development to provide direct technical assistance and training to community
housing development organizations (CHDOs) in New York State, promoting
their capacity to maintain, rehabilitate and construct affordable housing
under the federal HOME Investment Partnership Program.
In 1995, as well, the Coalition
received a three year contract from the US Department of Housing and Urban
Development to provide direct technical assistance and training to municipalities
participating in the Small Cities Community Development Block Grant Program
in New York State. Technical assistance services have been provided in
community development needs analysis, program design, and grantsmanship.
The Coalition has also assisted several communities to develop workout
strategies for nonperforming community development programs funded under
previous Small Cities funding cycles.
Direct technical assistance
has been provided through consulting contracts under:
