To
help communities, regions, and states alleviate serious economic impacts
that result from Defense Department program changes, such as base openings
and closings, contract changes, and personnel reductions and increases. |

and responsible community leadership groups. |

Activites: New manufacturing plants, civilian airports, vocational-technical
schools, economic diversification projects. |
